I agree with the advice above to expand your search area. Speaking as someone who bought a "semi-rusty" east coast Jeep, don't settle on something with rust because it's cheap, the time and cost will bite you hard. My only advice is to check the inside of the frame of any TJ you're considering...

If you can diagnose it as a leak from your steering box pitman seal, then its not a terrible DIY job. I just did it last weekend and it took me 3 hours end-to-end with an extra pair of hands. Hardest part was fighting the pitman arm off.

You can get a ton of cheap older head units on eBay, I would go that route. Search for a Ford F150 wiring harness on eBay, I bet you'll find something if you are really determined to go that way.

You might be able to fix that by playing with your EQ. Try lowering your treble or reducing output in your higher end (think 2k, 4k, etc) of your advance EQ settings.
