Parking Brake won't full disengage — is it cables?

2005 LJ. Driver's side spring behind wheel (to which e-bake cable attaches) only partially disengages. Attached are 3 pictures: Driver's side engaged. Driver's disengaged (as much as it can). And, then the passenger fully disengaged for reference.

I had the full drum brake on that side replaced 10 years ago (but only 20k miles and sees little salty roads) right after I got it, so I don't THINK it is the inner workings of the drum brake, but obviously could be. If so, off to the shop it goes.

I'm hoping it's the cables, which I am game to fix. I've done the wheel adjustment, but b/c not fully disengaged, it goes from spinning freely to VERY hard to turn in a couple of clicks and don't want to damage rotors/pads by setting too tight. The other end of the cable, where it connects to the "Y" splitter has play in it when e-brake disengaged. (See attached picture).

I would appreciate any views on what the root problem is ... and odds that it'd be fixed by me replacing the cables.

Should i snip that spring that won't disengage and see what happens ... or will that lead to another disaster? Driver side e-brake doesn't work now so no loss.

Back the adjuster at the tub off and see if the cable moves in the housing.
