Fender interchangeability

I need to replace a fender on a 2004 rubicon, will any year TJ fender fit - understanding I have to change out the flare.

I have an 05 and put fenders from a 98 on mine. I had to drill a few new holes for a few things that mount to fender on the driver side. That was mainly due to donor fenders coming from a 4 cyl without cruise though. Passenger side was missing the extra hump for the battery tie bolt but I just trimmed the battery hold bolt to make it work. Everything else was OK.
