Fuel pump replaced still no fuel

97 TJ 2.5l manual transmission,
Replaced fuel pump, have a clear fuel line to fuel rail to see if gas flowing. Have 12.5volts at tank on plug. Installed a cheap pump from Amazon, probably my first mistake, fuel gauge reads 1/4 tank.
Does the pump self prime, and do I need to have more fuel in tank, approximately 4 gals now. Did not test pump prior to install because I was tracking down a voltage issue at tank. Before I tear it all apart, is there something else I might need to get fuel pumping
 
If you actually have that voltage at the plug and 4 gallons it should be good to go, no priming required as the pump suction is at the very bottom of the assembly. Please be careful with that clear fuel line since it may not be pressure rated..

Also when the key is turned to run the position voltage should only appear on your meter for about 2 seconds and will shut off unless it's cranked and running.

You have to cycle a new fuel pump multiple times to give it time to get the fuel up to the engine. It only runs 1.8 seconds at a time each time the ignition is turned on until the engine starts. Leave the ignition switch on 2 seconds each time you cycle it to let it run as longs as possible before cycling it again. 10-12 times is usually enough.
