IF you have a 2” lift; I would suggest dropping down in tire size to no more than a 33” tire.
I have a 2” lift with JK 17” rims and 32” tires which do not rub.
I have not flexed out the suspension with the front sway bars disconnected so I cannot speak for off roading situations.

35 12.5 r 18 are on it now and I was planning on going back with 35's. I was told it was lifted when I purchased it but I don't know how to verify if that's true! Wheels I am looking at are 17x9.

Welcome! That looks like a 3" suspension lift, which isn't enough for a 35" tire. You could add a 1" spacer and body lift, or do it the right way with a 4" spring and a 1.25" body lift.
 
So I am thinking about getting new rims with a -12 offset. Would that be enough to stop the rub?

Different wheels with less backspacing or you could add a spacer.
Probably only need an inch or so.
And/or adjust steering stops as suggested above.
