Every year would be a leap year since 13 x 28 = 364.

That wouldn't work, no matter how you did it. A normal calendar year is 365 days and leap year is 366 in order to realign with the Gregorian calendar, which is a true year (based off of a 400 year cycle). A true year is roughly 365.2422 days according to Nasa and 365.2425 according to the Gregorian Calendar, that's why we add 1 day every 4 years.
