Manual Shifter Removal?

I have an 2004, TJ, 2.4L. I want to replace the inner boot on the shifter but I need to remove the top half. You can see where the PO tired to pound it off. I have removed the center bolt but I am unsure if it is stuck or am I suppose to do something else. There are no side bolts or clips. I don't see a release handle. Any suggestions?

Once the bolt is out it should wiggle off. Maybe some penetrating oil and a few love taps will help.
 
Kind of what I was thinking. One of my pickle forks and a baby sledge

Sledge not even necessary so much. Put the shaft in the vise with just enough room. To get half the fork teeth in and pry up. If it's seized, then tap it
