What is this bumper accessory?

Sorry for this seemingly dumb question, but what are these things attached to the rear bumper? I've tried searching pics but haven't found a match.

The PO of my jeep installed them. I have used them to mount my hi-lift jack, but I don't know if they were meant for that.

With a big heavy metal hook and a really stretchy snatch rope it will work great.

We'll need video of them working great. Otherwise the entertainment will be lacking.

I will say I hope everyone involved stands back and that the video is taken in landscape mode.
