Heat wave and hot air blowing at my feet

So with temps in the high 90's in CT this week, I decided to put my top and doors back on. When I turned on the AC I started getting Hot Air blowing at my feet, no matter what position I set the controls at. The Air is ice cold from the dash vents, but will be blowing hot air at my feet at the same time.

I checked all the vacuum lines in the engine bay and at the two actuators on the drivers side, no leaks. The arms on the two actuators seem fine and move when I disconnect the vacuum lines. I can't see the third one.

I was thinking this may be a blender door issue, but then why would I get ice cold air from certain other vents. Wouldn't it be all hot or cold??

Does this sound like a bad ac/heat control unit?? Any other suggestions?
 
One quick fix might be a bypass valve for the heater core.

My 97 roasts my feet...you sure it's coming from the vents?

I have the same issue. Jeep is parked, ac on cold but hot out the floor vents. Actuator works fine. Removing the actuator to test the floor door by hand yields the same results.

The airflow reduced some when the floor vent is not selected and reduced flow somewhat when floor vent is not selected. Did this before and after I replaced the heater core. When I had the box out I didn’t notice anything blocking any doors etc.

I have the floor vents plugged for now
 
I am glad people are talking about this. I just got my heater core done and I feel the heat at my feet are worse than before I took it in for service. I rhino linered the inside years ago. I do love it better, since it does get dirty as my daily driver. She is definitely an OG. But in the heat seems to blow heat and not sure where it is coming from. 2006 4.0 auto, 260k miles on it.

If you have AC out the dash vents, but feel heat blowing on your foot, the blend door actuator needs to be replaced. Just happened to me. Passenger side footwell.

do you think it could of happened when I got my heater core replaced?
 
No, go look up from the passenger footwell. It's towards the trans tunnel. 15 mins to R&R, easy.

so I replaced the blend door actuator and I still have the heat blowing at my feet. I feel like when the heater core was done from the last place they didn't replace the insulation for the fire wall.

Not really. I have been meaning to try a new blend door actuator but haven’t gotten around to it. My ac works really well so I don’t noticed it like I use to.
 
Your issue might be the secondary rubber seal under your shifter. It seals the tunnel so air doesn't come into the Jeep. They get old and get tears in them. The air comes in right off the exhaust and engine then blows right into the interior - on your feet as it exits from under the front of the console.

What RFH said... Mine has that issue only when I roll the window down. It doesn't if the windows are up because the cabin air pressure doesn't allow it to blow in, but when windows are down it absolutely scalds my legs. Feels like a hair dryer blowing on them
 
My shifter boot plastic attachment piece is broken so the boot doesn't stay covering the hole in the console.
Plus that secondary boot is torn as well.
I can attest to the amount of heat that comes out of that area.
If your shifter boot is still attached I can see how the heat would come out from under the console itself.
