If you run across a bolt that refuses to turn out even after liberal use of penatrant, give it a couple of whacks with a medium sized ball peen hammer. If you can do this while trying to turn it, so much the better. The bolt has to be into something solid though.
 
Good advice. Also, there's a good chance that it might not have been fully tightened when it was installed. Sounds counter intuitive but "tightening" it might help to break the rust seal. A fraction of a turn may be all it takes.

This is true. Like you said- it sounds opposite but I've down this before (by accident actually). Bolt wouldn't budge so I just cranked on it the opposite way and it made the 'broke loose' sound. Hit it with a little wd40 and it backed right out!

Glad you got that sucker to break free.
I will say, i went to Aerokroil several years ago and find the stuff much better than WD.

This is excellent advice. We do the same thing at work to separate anchor rods from anchors that have been buried in the ground for 20+ years. A couple good whacks on the top of the anchor rod and it'll spin right out of the anchor. Never thought to use it in the garage

I do.
For recesed bolts like the windshiels hinges torx work very good. I think mine comes in a set with a dedblow hammer.
I have one too and it works well. A dead blow hammer is the way to go. A large ball peen seems to glance off ... and on to your hand!
