Help with bushing sleeve and bolt

So I have these control arms for a friends jeep. Not sure of the manufacture. I've never seen a sleeve with "dimples" in it. So... my question is... Should the bolt fit tight (as in pretty much forced in) or a LITTLE loose? I assume the "tightness" is the outside edge of the sleeve pressed against the mount? See pic...

Do it have bolts with it?.. I assume not.. I would guess it would be a slotted bolt that would only fit In one way... I’m sure someone else may know more.. I would think you could drill those dimple out by finding a drill that will fit exactly into sleeve and remove dimples and then get a bolt that would fit snuggly
 
I do not have bolts.
That was my original thought, but then was told the bolts should be a little loose and the "dimples" are there to make it rotate easier on the bolt. However, I've never seen a bushing sleeve like this before.
 
Just a guess here.
Perhaps the dimples are to allow a good amount of grease to reside in there without just getting squeezed out? The dimples would hold the bolt in position, while holding the bolt from "shucking" around and keeping tolerances for a heavy grease layer. Most likely to be used with a bolt that is drilled with a grease nipple installed.
 
The dimples are simply to center the bolt and bushing during installation. They also probably give the center section a little extra texture to bond the rubber to so it holds together better as it ages. Once it is installed and correctly torqued they nothing to hold it in place, the clamping forces at the end hold it in place. There is no grease involved. The dimples are simply a way to use a larger diameter insert in the center and still get that bolt centered reasonably without the extra metal of a larger metal insert.
 
Thank you for the reply. I can't seem o find a bolt that doesn't find in there loosely. I've tried standard and metric. Going to try with "close enough" bolt and see how it works. I suggest he upgrade to a Core 4x4... time will tell. Thank you all for the feedback.

I'm recalling a post from @mrblaine a while back where he explained that it's okay if the bolt is loose in the sleeve, you just need to bias both arms the same way, if that makes sense. In my experience, the clamping force holds it in place as @pagrey said
