2006 Wrangler No Fuse message - #26 blows when you try to add a new 10amp fuse

I just purchased a 2006 Wrangler and it started to have the "No Fuse" message popping up on the odometer ? I have checked all the fuses and #26 under the hood is blown and when you put a new fuse into #26 it pops right away. I read a post saying to check power on each side of the IOD fuse but with #26 blown I assume no power will get to the IOD fuse and now power to the diagnostic port.... yes I am trying to get this beast inspected in NC and they will not pass it unless the diag port is working.... any help trouble shooting would be appreciated.. My only thought would be to start checking the items referenced below and hope to find something wrong at one of the easy points. Start checking connections and chasing wires. A search of this site should also help you find a diagram of all the grounding points on our Jeeps. If any of those are fouled, it can cause strange problems. Good luck.

I have read around the web about people often tracking the problem to the underhood lamp and it's wiring that runs along the firewall of the jeep.

Might want to call a few inspection stations to find out for sure. Or try to get it inspected in a smaller town than WS. Your vehicle is over 20 years old, there are usually exceptions for that.
Where I live (NC) they check my lights, blinkers, horn, done; on all our vehicles.
 
Check the wiring block at the multifunction switch, I blew a towing fuse and found the plug was falling apart, I was able to get a Mopar one from amazon, don’t do 3rd part if this is your problem

Make sure your power outlets aren't shorted. usually same circuit. Some of the cheap phone chargers can screw them up.

After reading through the service manual,looks like the under hood light and the dome lights are in that circuit .
