How do I get to this rusty area in the back of tub?

2 years ago I started squirting the rear upper shock mounts with penetrating lubricant, in anticipation of a rough go at removing the upper mounts. I am very happy to share that over the last two weeks, I got the gas tank pulled, rear tires off, rear bumper off, tire carrier off... and last night I successfully removed the 4 upper shock mounts with the impact wrench. Yes they were rusty, but they did come out. I am ready to replace them with some Rancho 5600 shocks and bar pin eliminators.

Soo... while I'm this deep into it (famous last words) I want to address some minor rust on the inside of the tub wheel wells. I've got my rust neutralizer, paint, and rubberized coat ready to go. Also my wire brush. Also going to get some surface rust on the frame. Also going to get some rust neutralizer / paint inside the frame.

There is an area on the back of the tub that I don't know how to get to. Please see the photo below. Any recommendations on how to get to this area? It's bubbled out a bit so I'm concerned there's a nice bit of rust forming in there.

2 different metal thicknesses the outside is paper thin body sheeting and the inner is a little thicker and could handle some abrasion. It's the rear face of the torque box and it runs behind that body panel. Use your wire wheel and get some acidic rust remover to get what the wire won't get
