Need help identifying tumble latch on late model seat base

Alright I set it on the floor and was able to get it to move.
Apparently it’s both picture 2 and 3.
But is there supposed to be an easier way since I’ll be putting on prp seats this weekend I was hoping to relocate the tumble function.
When I pull on the cable it does not move or tumble.
