I am not sure that you have a pcm issue yet. There are no serviceable parts inside of that pcm and the gelled coating encapsulates in the heat until it malfunctions. The codes/symptoms can be reset a number of times by disconnecting the Pcm. Is there any way of contacting the former owner to...

I unplug those connecters multiple times daily and they piss me off at least twice a week! BTW-it is REALLY fun fighting with during a downpour! PS I have broken at least 8 red clips in my career!

@ObedaTJ If your battery is over a year old or had issues dying change it. Check all powers, grounds as well. Did you scan the jeep or use the key trick to display codes? There should be another codes causing the 0700 code. Thanks, Mark
