My 2002 TJ, 4.0 L I6, 3 speed Automatic, has been recently hesitating when cold, it idles a little higher and the brakes are very stiff and reactive. Once it warms up this issue is gone more or less, anybody got a clue what it could be?

This boot on the shifter is torn and I need a replacement. Its not listed as part of the shifter and i have no clue what its called to look it up. Can anyone tell me what it is and its part number.
