Please Help! Speedometer reads 95 when I'm going 25

I have a 2004 Rubicon I recently had the a/c repaired and while I was driving away I felt the governor. I looked down and it said I was going 95. My mechanic tried flashing the CPU but it didn't help. If he removes the speed sensor it drives perfect but obviously I won't have a speedometer.

How to correct speedometer on TJ Rubicon?

If so, how do I go about re-calibrating my speedo for 33" tires...
