02 TJ sputtering

I have an 02 TJ that has been sputtering when I slow down, and when I stop. It also will not start on the first crank. It takes 2 or sometimes 3 cranks to start. The CEL is also on, and it is throwing a code for blocked or kinked evap hose, and evap hose leak. I'm thinking the fuel pump, out at least the fuel pressure regulator needs replacing. My question is, would a faulty fuel pump, or regulator cause these codes to be thrown? It is a 4.0 with 144000 miles. I have already replaced the purge solenoid, and replaced any cracked hoses under the hood. I would be grateful for any insight into this issue. Thanks in advance.
 
Have you checked the fuel pressure with a gauge at the Schrader Valve? That alone will tell you if your fuel pump needs to be addressed. I believe those components you mentioned would certainly throw codes if they were shot or on their way out. Though I had stuff going bad there and never got a code at all.

The fuel vapor return line (evap hose) could be corroded/cracked/leaking at the other end towards the gas tank side. Thats where mine was bad behind the rear spring area. Thanks for the reply, EJD. I have checked the shredder valve on the fuel rail after letting it sit for a few hours, and there was no pressure in it so I'm pretty sure the regulator needs to be replaced. I will also check the fittings and hoses at the rear of the Jeep for cracks at the same time. I guess I'm basically just wondering if the fuel pressure regulator, or fuel pump would cause the check engine light to come on, and throw the above mentioned codes for emissions leak, and pinched or clogged hose. (I think the codes are p0455 and p0442) My inspection went out in February and it won't pass inspection as long as the CEL is on. I don't have the extra money right now to be replacing parts that don't have to be immediately replaced. So if the regulator won't cause the CEL light to come on, I will probably wait until after I can get the Jeep inspected to replace it.
