2006 Jeep TJ Tail Light

I'm trying to replace the OEM tail lights with LED. There is something behind the passenger side tail light that will not let me access it. What is this and how do I remove it? The LED tail lights have studs that require nuts be applied from the back side. Thanks.

Evap canister.
p.s. You won't that issue if you buy Black Magic Brakes LED lights.
