not sure how it would be showing a duty cycle with the key off but im also out of my element with this issue.
either way, i think im at the end of what i can do. ill probably be sending my pcm off to @Wranglerfix next week and just have them test it.

And you’re not at the end of what you can do. Swap sensors and graph them.

Just to give an update, wranglerfix confirmed today that the pcm is faulty. New one was shipped out and now to wait for it to arrive.

After a week, no check engine codes. But o2 sensor heater test still showed incomplete. Did the repair listed in the TSB today and finally all my emissions test are showing complete.

Unfortunately I have a new issue, since I installed the replacment pcm my AC compressor won't disengage. Only way to get it to turn off was by pulling the relay. I sent an email to Wranglerfix, he got back with me the same day and has a replacement pcm already shipped out for me.
