A/C and Heat Issues

I've searched and searched, but have yet to find a solution to my problem.

2005 TJ X

My A/C and heat work, blows full power in the 4th position, both hot and cold, In the first three positions, I have both hot and cold, but only blows when I'm moving. The faster I drive, the harder it blows. It's not outside air blowing in as I drive, because it changes with the temperature control. It is air from the A/C and heat. It's not a vent blockage or compressor issue because it works perfect in the 4th position. That blows too hard/loud to keep there all the time. Thoughts?

Yes, I'm aware that I can just take the top and doors off to get air flow, but living in Atlanta means traffic. Traffic means sitting on hot pavement for periods of time. Need some A/C blowing sometimes.
 
So your blower motor only operates on the highest setting? I'd look at the resistor pack. When you're on the highest setting the resistor pack is bypassed, the lower settings route voltage through various stages of the resistor to slow the motor down. Have a look at the blower motor behind the glovebox & see if you have any melted/charred wires.

+1 for blower motor resistor. Had the same issue and swapping the resistor fixed it right up
 
+2 blower motor resistor. It's behind the glove box on my 04 Rubicon. Same thing happened to me. Very easy fix. Your local Auto Zone (or equivalent) likely has one in stock. Roughly 20-25 dollars.
