Bad clock spring?

So my horn and washer fluid both won’t work and from what I’ve read it could possibly be the clock spring? Neither of them were working when I got the Jeep a year ago so I can’t tell you if they went out at the same time or what but I just know they both weren’t working when I bought it. Thanks for any help guys.
 
I doubt it's the clockspring since the washer pump wiring doesn't pass through the clockspring like the horn, air bag, and cruise control connections do.

Thanks so much for mentioning the cruise. I forgot it’s not working also. So it’s the cruise control, horn and washer pump. The airbag or check engine light aren’t on though.
