My SO's Wrangler has been acting up lately, but it's nothing ordinary. I'm trying to track down a short and could use some pointers on where to look. The burning smell came from the cabin, but whenever the key is turned to the on position the battery drops to 9v and the main relays in the main fuse box all fire at the same time. Air box solenoid, fuel pump, AC Compressor, and Is there anywhere I should start? If we can manage to wait for the voltage to come up and start it, there's zero issues until trying to start the car again. Anything helps!

Sounds like the ignition switch or the harness connected to it has a problem. The ignition switch has several sets of contacts inside for switched and unswitched power.
You can remove three screws from two clam shells around the steering column to access the switch and harness.
Look for melted wiring or ignition switch.
