Dome light does not turn on

I can not get power to my dome light by opening the door or by rotating the light switch on my 1998 Jeep TJ. Number 17 fuse under the hood and number 4 fuse behind the glove box are good. I also do not have any power at the #4 fuse at any time. Any ideas?
 
Did the PO snip a wire somewhere like a doofus to stop the light from turning on when the doors are off?

And, not saying this to be a smartass, but is the bulb burned out?
 
What about the rest of the interior lighting - courtesy lamps, under hood lamp?

No your good. I need any ideas. I’m to the point of checking voltage and I am not getting any with the . I will search for a cut wire.

Fuse # 17 in the PDC feeds all of it. #4 behind the glovebox is for the door jamb switch only. Do you have battery voltage at # 17?

Yes. I have voltage at 17 under the hood and nothing at 4 behind the glove compartment.
