Electrical gremlin after replacing fuel pump

So I replaced my fuel pump ( pump only ), because I was having a starting issue, but it didn’t fix the problem but was part of the problem because now I can hear the FP run. Hoping some here can help, sometimes I can turn the key on ( engine off ) and the fuel gauge doesn’t register and Jeep will not start ( has 3/4’s fuel in it ), then I can cycle the key a few times and the gauge will read and the jeep will start. Anyone ever run into this?
 
I would recheck the fuel pump harness to make sure its fully snapped together; also ensure the electrical pins in the harness connector are not dirty. Then check the fuel pump relay in the PDC to ensure it is enabling (you will feel a click on the relay) when the ignition is turned to ON.

Have you checked the fuel pressure at the rail just to make sure it’s normal?

Thanks, forgot to mention the relay was changed as well. Guess I’ll be dropping the tank again.....
