Going through the same situation with my '05. Torque doesn't seem to be able to read readiness states for me either. I need plates this month and never expected the Jeep to have an issue passing emmisions in IL. But it sat for a few weeks and the new stereo I installed this fall must have a small drain, as the battery died. Reading up on what is required to get the emmisions system into a ready state, and one of the first things I am seeing is that ambient temperatures have to be well above what we have in February in the Chicago area. I ordered a dedicated reader too, and I'm just going to keep driving the Jeep as long as the streets don't get salted around here and stumble onto the right parameters that gets everything set.
I'm wondering if there is any way to manipulate the readiness states using the HPTuner software. Big investment, but I could use it for a few other things as well.
