Engine Troubleshooting question

So, new guy looking to buy a TJ. The 4.0L is currently not running. Below is the answer the guy gave me when I asked him about what he has looked into. Just looking for any help on how to figure out what may be wrong. Thanks in advance for any help.

"Well, we analyzed the head to make sure it wasn't a cracked spring, or dropped a valve.

That has been determined, neither is true. The head is in tact, and looks fine.

Also, I replaced all the spark plug's and made them brand new.

I then replaced, the rail coil... (or coil packs) That item, cost about $110 brand new,
and the one in there is now brand new. That was not the problem either.

I was also told it could be a Crank position sensor, and that has not been replaced.
(so not sure if that is the issue.)

That is about it. We did also try charging the battery and cranking it up.. It would not start,
and is not the starter, nor the voltage regulator. So those have also been ruled out."
 
First and foremost, is it throwing and codes? If so, what are the codes?

What's the voltage on the battery?
 
Moe- if it will crank but not start I would start with the crank sensor<should be located on driver side of transmission housing at or near top. If it will not crank then start at battery and battery cables to include grounds
