Engine won't rev past 2500 RPM when cold

05 wrangler, LJ unlimited. If I start driving and the jeep is cold when i can’t get past 2500 rpm. It acts like there is a limiter on it or something. It shakes real bad. I have to start the jeep up let it warm up for about 15 minutes, turn it off and then it acts fine. Any help is appreciated, thanks.
 
Is it throwing any codes?

Have you tried using an OBDII scanner with real-time data to see what's going on in real-time?
 
Check engine light on? Cycle the key three times and the odometer will display the trouble codes.

Have you tried to do the OPDA upgrade to it? I did the OPDA upgrade to mine and got the cam position sensor out of line and had an issue similar to what you're describing on my 2005. The cam/crank were out of position and it was throwing it into limp mode

No I haven’t done that, and if I don’t how do I get the cam/crank back into position?

All you have to do is remove the OPDA, but make sure the hole in the bottom of the OPDA housing is lined up with the hole in the disk inside there, put a small screwdriver or something through them to keep them lined up. Then turn the motor over to top dead center by hand, use the timing mark on the balancer to get it to 0. Then put the OPDA back in (with the screwdriver or nail or whatever still in it) and it'll be back into position. When I first replaced the OPDA apparently I didn't get it back in right and that's where my issue came from. I'd check the cam sensor, and I guess it's possible you got a bad crank sensor too.
