TJ won't rev past 2300 RPM

My 2006 wrangler TJ will not rev past 2300 rpm it acts like it is hitting the governor. I replaced the OPDA along with the camshaft sensor and the crankshaft sensor. It has the check gauges light lit up as well. Any ideas?
 
The catalytic converter might be clogging up. A shop that replaces catalytic converters can pressure test yours to check its condition.

I heard about that so I unscrewed the o2 sensors before the Cat so if it was clogged there wouldn’t be that much pressure but it didn’t help it at all

It is throwing code p0430. Camshaft position sensor

P0430 is catalyst inefficiency
