Front seat bolt just spins 1997 tj

Removing my front seat brackets to replace the torn seats. The two bolts closets to the steering wheel are the issue. I got the one closest to the rocker panel out like a breeze. I was on the last bolt and it just now spins. I don’t know if this a tack plate nut that I broke. Do I say screw it a chop the bolt and dill all the way through or what? Tried looking underneath and saw no sign of a bolt or nut.
 
Yeah that one goes into a box...not sure if that's what they call a torque box.

Couple of ways to fix it...yes... probably going to have to cut the head off so you can get the seat out.

Then I'd pull the carpet, drill out the spot welds, remove that piece, replace the nut plate and reweld, paint and possibly seam seal.

If you really want to go for it you might be able to knock the bolt and nut plate aside...if your lucky they'll jam someplace that doesn't rattle...and drill all the way though...use a giant washer and like a 3" bolt for the seat.
