Heat only comes out of center vents with A/C on

In order to get heat out of the center vents, I have to put it on ac. Is this normal on a 97 tj?

That's not normal. Check out this thread: Air won't come out of vents? Read this!

Most likely it's either a leaking vacuum line or a stuck blend door.
