If it's the blend door, it will be blowing hot air out the heater duct on your right foot with the Jeep parked or in motion, and will stop if you turn the HVAC master switch off.
If you have the AC on, it should be blowing some cold air out the heater duct on your foot if the actuator is working correctly.
