Help me fix the PO's fix

I picked up a 2000 xj for a song as a first rig for my boys. It’s a good base except for the PO’s home brew fender trim.

PO cut the rear fenders at the exterior body panel so it is not attached to the wheel well anymore. It’s a super rough cut from a reciprocating saw. With the interior trim removed I can look out a 1/4” to 1/2” gap. The top and back half of the wheel well are accessible behind the trim, but the front near the door is inaccessible from the inside.

I’m trying to brainstorm the best way to try to prevent water intrusion into the body.

1. Use external body armor as a base and attach thinner sheet metal to overlap the outside of the whee well.

2. Use some type of foam/sealant to fill it and let it be ugly.

3. Insurance fraud and start shopping again.

We have some fabricating skills, but welding skill is just sticking metal together, nothing fine or thin.
