Help with bolt stuck behind crank pulley

So I’ve been having a low howling/ humming noise recently coming from the lower front end of the motor (2.5L) and last I drove it, noticed it was leaking coolant afterward. Verified the water pump weep hole is leaking but also noticed this mystery bolt stuck behind the crankshaft pulley once I’ve started the water pump replacement. Any ideas of where it came from and also the best way to remove? Best I can tell it cannot come out from the top or through the pulley. Looks like this is the harmonic balancer too, should I replace it as that could be the howling noise? Best way to do that? Thanks

I'd definitely pull that pulley and see what you see.

However since @LostHannah was just piston deep in a 2.5 I defer to an expert opinion.

Having experienced a failed harmonic balancer on my 2.5 I would replace it regardless, they're getting old and the rubber starts to harden and crumble. Also looking at the pic the crank seal behind the balancer appears to be done and has most likely cut ridges into the balancer and should be replaced.. Most auto parts stores will lend the balancer removal tool.

This,and definitely install with a tool. The last thing you want is stripped threads in the crank snout

Or the pulley not all the way on and cutting belts...

I think you just need to pick the jeep up and shake the jeep really hard. It'll come out.
