Help with HVAC vent rattle

I have a vent rattle. If you look at the vent above you see the small vent above it. There is a black plastic vent that is attached to it(maybee an intake or return?), this is above the air flow vent tube. That black plastic vent vibrates above 40 mph. I have tried wrapping it and putting foam blocks around it to no preval. Can I just take it out??

That little top vent is for your side window defrost.

Are you talking about the part you actually see in the picture vibrates, or what’s behind/attached to it vibrates?

Something I’ve done on vehicles in the past to na down rattles is fold small pieces of paper towels and shove them in between parts that I think may be causing it. When I find it, I’ll replace the paper towel pice with something less noticeable, like thin black felt or foam.
