Identify this bumper and advice on code readers

Hello to all.. very nice TJ forum here.

Not new to Jeeps, had 3 CJ5s over the years.

Just bought this TJ from a good friend.
Auto AC 4.0

Can y’all identify this front bumper? I’ll be adding a winch later.

Also I’ll need to get a decent code reader to help with pesky intermittent CEL code, prefer Bluetooth and Apple app. Any thoughts ?
