Hear me out, buy an old wetsuit or drysuit, cut it up, reinforce the cut edges with a binding seam, add crimp in reinforced holes for mounting, small slit in the middle, and voila! Shouldn't cost more than $100? (total guess, but definitely less than $2000!). Hell, you could do a lot of things, a lot of times, to work in place of that!
