Is it normal for the engine to stop when plugging in the downstream O2 sensor?

No, the only thing that sensor does is report the status of the catalytic converter back to the PCM. It does not affect how the engine runs.
 
Okay, my TJ die with out hesitating when i pull the plug?? I am getting frustrate. I have NO signal on the upstream. The wiring is a mes only black and red wires. Wonder if the PCM gets is ground from her??
 
Update: Looking to solve one problem and ending up solve another. Seems the wiring to sensor bank 1 was wrong, no signal or power. Thats done now and the P0171 is gone :)
