I went and saw a 2000 TJ today that has about 120k miles on it, guy is asking $11k (northern VA near DC). I took it for a test drive and it drove nicely. He said he previously had a death wobble but new tires fixed the issue, he recently redid the clutch and the manifold. He said there’s an issue with the oil pressure gauge that a minor wiring replacement fixed. The first picture is on the driver side floor, apparently the previous owner let water sit without unplugging it and it turned into a hole. The current owner plugged it and said it’s been fine. What rust I did see on the frame looks like the pictures I took. Is this worth it? Is there anything else I should ask about?

Imho no. 11k would get you a nice rust free TJ here in the PNW.

That's a lot of rust for a va rig imo. Nova and DC get a lot of transplants from rust prone areas or seems. Not to mention anything north of Fredericksburg just sees more snow in general and they love using salt.
You can find clean ones in VA not too hard but if you're having trouble expand your search to NC.

In the third picture, it looks like there were some tube steps bolted to the frame at one point and then they just rusted away or got hacked off with a reciprocating saw and no one bothered to unbolt that flange from the frame.
I'm in Va and have bought many Jeeps. Stay clear of anything for NVA, DC or MD. RUSTED POS are common, unless @Irun sells you something.
I would expect that Jeep to be no more than $4,000 and that's if you want a huge project.
