On my daughters 2000 Xj 4.0, will it cause an issue to cut out her plugged up catalytic converter and just replace it with a straight pipe? This is the converter right before the muffler.

IDK if you have an o2 sensor after the cat. If you don't you're most likely OK. If there is one after the cat, removing the cat will probably light up the CEL to let you know there's a code. That will stop you from passing any state inspections if you have them where you live.

If you don't get inspected and the light doesn't bother you, the biggest problem I see is when there's a more serious code you may end up not realizing because the light is always on.
 
If it has the 2 manifold converters, then no it won't cause any issues, as the 4 O2 sensors are before and after those manifold cats, the third one before the muffler doesn't have a sensor.

If it has only one converter, and there is a sensor behind that cat converter, you will throw a CEL.
