I almost always get this noise directly after startup, and it goes away after it's been running for a while. It always starts with that sandy hiss (that lasts the longest), and that whining noise that changes pitch occasionally comes in and out. As you can hear, it's pretty damn loud. Other than being very annoying, I haven't noticed any other problems caused by/from it. Oh and the noise doesn't seem to change with an increase in RPM, and the belt only has around 4k miles on it. This clip I managed to record it right before it went away.

That sure sounds like metal-on-metal to me, almost like a bearing is going bad. That would be my bet at least.
Take the belt off and spin the idler and tensioner pulleys by hand. They should spin freely without any binding or slop.
