Nuts for front bumper / tow hook

When the tow hook snagged in a our recent fender bender it dislodged the nuts that are spot welded inside the front frame horn, I think my best solution here is to make a plate with 2 holes and spot weld 2 new nuts to it. Wanna' check here if someone has a better idea or knows of something "off the shelf" so I can remount tow hook and fender.

I think you have the best idea, go grade 8 on the bolts.
