Ok so we're pretty darn sure it's not wiring to the O2 sensor since an overlay doesn't fix it.
1v out of the O2 pretty consistently would trigger the code. And generally lead me towards replacing a sensor, which you did with a Mopar. Are you ready sure it was a Mopar? Lots of fakes out there?
Not an exhaust leak, not a plugged cat.
Did we eliminate the PCM or grounds as an issue?

Yes, I replaced it with a Mopar sensor, went straight to the dealership and paid $200 for it. With that being said, I also tried two other sensors NGT/NGK in the event that my non-refundable non-returnable $$$$$$$ sensor happened to be bad, and the results have been the same. No exhaust leak that I was able to find, did the whole soapy water thing. Initially found a couple small leaks, tightened some bolts and didn't see any more leaks. PCM is not an issue, I actually pulled it out and sent it in to WranglerFix and they sent it back saying everything was fine, and they did the software update to it for me. As far a a clogged CAT, I don't think that is the issue. I have no smell, no visible exhaust, engine performance is great, i don't notice that the underneath gets any hotter than it ever has in the past (not that I focused specifically on that) and it fires right up without issue when I start it. Gas mileage SUCKS, but its old, its a Jeep and its dumping fuel for sure, related to this damn O2 issue. When I got emissions done on it (thank you Colorado) and it FAILED, IT reported NOx GPM to be 4.483 with a limit of 2.5 That was the only failed portion of the test and I've had it done twice.
Okay I did some digging...what about the possibility of a bad EGR valve?? I think its the only one I haven't replaced. TBH, I didn't know it was a thing.
Yes that sounds right, but mine is a 4cyl 2.5 and I’m pretty sure it does have one.
It has a block off plate, yes...and that could be leaking.
Try Seafoam. Or a smoke machine.
