Have an 2005 wrangler LJ, and driver side hi / low beam work and passenger side only high beam works. Its not bulb, and wiring looks good. What else can I try to look at...Also before this happened passenger side low beam wouldn't work on first try, turn off and on again and it usually comes on...now it just stop coming on. Please help...thanks

I am willing to bet you just about anything it is indeed a wiring issue or a ground issue.
You need to throughly inspect the wiring and the grounds. Unplug the headlight connectors and inspect the connections. If they are corroded, lightly sand them down and apply dielectric grease.

as a temp fix can I splice into the driver side lo beam wire that is working and connect it to the passenger side connector?
Yes but I'd check the wiring leaving the driver's side headlight connector going to the passenger side connector first.
