I don't see a distinction, they're all inappropriate uses of public funds. Sending our tax dollars overseas directly hurts tax paying Americans. Handing our tax dollars to able bodied American college graduates likewise hurts tax paying Americans, it punishes us for a wrong we did not commit, and breeds a heightened entitlement mentality within our borders.
