Re-painting flares

Any brand you recommend? the flare will be painted with this,

"Yes, agreed, acetone is a powerful solvent and should be used carefully. Back in my body shop days, our process for plastic, whether is was factory clearcoated, or bare plastic, was to clean with a multipurpose cleaner and rinse with water, dry, then wipe down with denatured alcohol. Scuff or sand with 600 grit wet or a grey Scotchbrite pad, rinse, dry, then wipe down again with wax & grease remover, then primer or paint. If you are going directly to paint without priming, then 1000grit wet/dry paper would be best to final it out prior to paint. Less chance of sand scratch swelling with the finer grit" Copied from bobthetj03.

Exactly and read his post number 20. The wax & grease remover will eliminate the fisheye problem. Hopefully you don't have Armorall smeared all over because the silicon is a problem when painting. On edit...don't over apply the color and if you spray multiple coats of clear make sure you sand each coat before applying the next coat.

Would this primer work for the black spots?

You could use that but it is best to use a two part primer, it provides a much more solid base. More than likely that primer in the rattle can is lacquer based and is not ideal for base coat/clear coat systems.
