Rear body mount bolts

On my 98 tj all the body mount bolts came out except the two rear bolts. the nuts are spinning. What is the best way to get them out?

Cut into them from inside the rear fender liners

Pull the fender liners. There are a couple gaps and openings in the tub where you can spray penetrating oil with the straw.

My fix for this was to gain access to the spinning nut by cutting and peeling back the sheet metal in front of the rear mount to remove the bad nut and simply replace it a longer grade 8 bolt, a large area washer and a self locking nut. I then just folded the sheet metal back and sealed the cuts with silicon in case I had to get back in with a wrench in the future.
