Rear sway bar link issue

A while ago, I installed new rear sway bar links from NAPA. I've also been trying to figure out an intermittent light clunk, and think I've identified the issue: the passenger side rear sway bar link bottom bolt is not compressing the bushing to the sway bar. I've confirmed several times that it is torqued to 40ft lbs, but the sway bar has quite a bit of play on the bolt.

The link has rubber bushings with some composite material sleeve. The driver side is tight and does not move. What's the correct course of action here? I'll swap them around to see if it follows the link or the bolt. Is there anything else to consider?
