Rust spots in bed

Putting in rear bed rug and found a couple of small rust spots. What is best way to deal with these?

I have. It’s fine. This is from back seat support and washer that somehow got under carpet.

I'd use a metal paint scraper first to make sure you've got rid of all the bubbled paint and then go over it with scotch brite, the red stuff if you have it. Clean it really well and then get some touch up paint that's close to the color of your Jeep and spray it. Newer spray doesn't need primer or anything else. Just make sure it has plenty of time to dry before you cover it up, it can take several days to harden. If you don't care what it looks like brush on rustoleum goes on think and will protect it better but it'll show.

Since I have never attacked one of my vehicles with sandpaper before…… I assume I need to remove all the black discoloration under the orange rust?

I think the black you are talking about is just more rust, rust only gets orange when it flakes. Basically scrape the loose stuff, get rid of any bubbles and sand or take scotch brite to anything that isn't paint. Most important is to get it really clean and dry after you finish up. If you want to keep the surrounding paint protected as you are working you can cover it with masking tape or duct or electrical tape so you don't mess up the paint away from the rust spots.

Don't worry too much, if you don't get it perfect the first time you might get a small bubble in the paint in six months and you might have to redo a bit. Sandpaper will make it shine quick if you go that route, something like 120 grit.

Etching primer is what you want to use, grind it off, several coats of primer as can directs, then topcoat with a color matched aerosol if able.

Yes. Get to bare metal, a wire wheel on a drill will do it. Then the etching primer.

sand it off, use an acid to get the rest out , then paint it.

and it's never wrong to have some color match paint around.
