Savvy Winch Plate Install Questions

I'm mounting up my Savvy winch plate on the bumper. I am a little confused with the instructions. Should I be using 8 nuts/bolts? 4 through bumper, plate, and into winch. 4 through bumper and plate?

That's correct. The outer most four holes in the winch plate are bolt/nut combo. The inner most four holes in the winch plate use bolts that go through winch base. I used the grade 10.9 bolts that came with my Warn winch.

I tried to bolt it up on my work bench then put it onto the Jeep. The bolts were too long. Guess I need to install the bumper then the winch plate and winch. My winch was used so I need to get new bolts for that and the fairlead.
 
I attached the winch first and then put it on the vehicle. The winch bolts on mine come from the bottom, so no way to do it after it's mounted to vehicle.

I'm talking about the 2 outer bolts on each side that came from Savvy.
 
Got the winch plate and fairlead mounted up. Warn sending me new bolts/nuts. Should have this all wrapped up this weekend
